There are places you can buy costumes, but the most amazing ones are made by the cosplayer. Of course, many of the worst cosplays are also hand made. It takes some cash to do it well, but anything you enjoy is worth the cost. Sometimes it’s hard to tell the “pros” from the casual cosplayer, but it doesn’t really matter.

I am not certain if I translated your comment correctly from Filipino, but here are a few suggestions on how to make a Hatsune Miki costume:
1) Find a gray dress shirt at a local thrift store and cut off the sleeves. Find the right colored tie to go with it.
